Understanding the General Binding Rules. A Simple Guide for Homeowners
If your home relies on a septic tank or wastewater treatment plant, you are responsible for how your wastewater is managed. The General Binding Rules (GBRs) set the legal standards you must follow to stay compliant and protect local waterways. Many homeowners feel unsure about what the rules mean – this guide explains the essentials.
1. Understand Your System
The first step toward wastewater compliance is knowing what kind of system you have. A key point is the difference between a soakaway and a drainage field. Only drainage fields are suitable for treated wastewater. Soakaways are designed for rainwater and do not meet the requirements for effluent discharge. Issues often begin when a soakaway is mistakenly used for wastewater.
2. Check How Your System Discharges
The General Binding Rules require your system to discharge in one of two ways:
• To a drainage field
• To surface water through a compliant package treatment plant
Older septic tanks that discharge to surface water no longer meet the rules. If yours still does, you will need to upgrade your system or redirect the discharge to a drainage field.
3. Keep Up with Maintenance
- Routine maintenance is essential for septic tank compliance. You must:
- Arrange regular emptying
- Follow service schedules from the manufacturer
- Fix faults quickly
- Keep clear maintenance records
A well-maintained system reduces pollution risks and helps you avoid costly breakdowns.
4. Know When an Upgrade Is Needed
- You may need to upgrade your septic tank or treatment plant if:
- It still discharges to a ditch or stream
- The system uses a non-compliant soakaway
- You notice smells, wet patches, or slower drainage
- The tank struggles during heavy rain
An engineer can assess your system and explain the best options for long-term wastewater compliance.
5. Protect Your Home and the Environment
The GBRs exist to prevent pollution of groundwater, rivers, and surrounding land. A failing or outdated septic tank can harm the environment and put your property at risk. Staying compliant keeps your home safe and reduces the chance of enforcement action.
